TO: Editors, Citizens with the belief that “Georgians, and American Citizens Right to Know”

On Aug 20, 2010 Valdosta Daily Times Headlines Publishing Manager and Editor published an article covered by Times Reporter “Kara Ramos” headlines read; “Citizens let council know what they think about sign ordinance,” during Valdosta City Council Meeting in the State of Georgia on Aug 19, 2010, at 5:30 pm.

Now as Paul Harvey would say, “this is the rest of the story.” I write because I believe “Georgia citizen have a right to know.” Moreover it seems that our local news papers, news radio, and television stations are following the Old disgraceful 1860 Valdosta City Charter Mentality that was reluctantly removed from city hall in early 2004.

a. Why was this White Female Jail Inmate information NOT published to the general public wherein all her front teeth were knocked out? Was this not equal to “Tea Partiers Sign Ordinance Questions?” See What Was NOT Published from this----PUBLIC MEETING!

The charter read; in Paragraph 100, Section XI, “THAT THE MAYOR AND COUNCIL SHALL PASS ALL PROPER AND NECESSARY LAWS AND ORDINANCES FOR THE CONTROL OF SLAVES, AND FREE PERSONS OF COLOR IN SAID TOWN AND SUPPRESS, AND ABATE ALL NUISANCES ARISING FROM HOGS, DOGS, HORSES, OR OTHER STOCK STRAYING AT LARGE IN SAID TOWN, OR FROM OTHER CAUSES.” Has this NOW become applicable to all local citizens today?

It appears that our news media “WHITE OUT MACHINE” is trying to shape history by only placing part, false, and distorted information into the historical Archives of which should be complete and truthful for all times. Who are the Racists, Valdosta Daily Times Publisher and Editor?

The VDT Publisher JH (Sandy) Sanders Publisher and Kay Harris Manager published a cartoon on Aug 11, 2010 that read; “how to relabel America?” Moreover just a few months ago a letter to the editor read; “So who are the racists?”

We can only imagine what the publisher and editor are trying to convey in this recent cartoon article with a little Black girl wearing braids, and reaching out while in the grasp of the white gentlemen? Why is the word “gender” crossed out? What do these words mean beneath the cartoon; “promoting better welfare for our children” mean?

America’s news media seems to have become more creative since President Barack Obama became president but ignores important news worthy events such as Mr. Roy Taylor making a public address to Valdosta City Mayor and Council on August 8, 2010.

Mr. Taylor condemned local governments for using outside contractors to perform jobs instead of using local contractors. He was extremely concerned about local unemployed workers, high crime rate, and local contractors going out of business while outsiders are benefiting from government jobs. Moreover he highlighted his dissatisfaction with outside contractors being employed when they often bring in their own workers that may not be American citizens. But this information was never published to local citizens in the community.

This routine pattern and practice of keeping citizens ignorant to what goes on in their community should come to an immediate end if Valdosta is to progress in the 21st Century. But then again, who cares?

Strange Minutes Entry: “George, Loves coming before elected Officials.”
Aug 5, 2010, Meeting Omissions by local Press! Quote from July 8, 2010 Minutes as saying: That “I loves coming before the elected officials.” For the Record; I do not love coming before you TODAY:

START OF ADDRESS: IF:

1. IF, our local press had not ignored: An Address by (Ms. Hicks) who explained that she had no faith in attending council meetings because it serves little to no purpose.

2. IF, our local press had not ignored: The Director of the Southside Recreation Center, wherein she gave words of thanks and appreciation to the council for understanding the importance of investing in our youths.


3. IF, our local press “HAD NOT” ignored: Mr. Roy Taylor, a Very Successful Business owner wherein he spoke against local governments using outside contractors and ignoring our own local contractors. Thereby contributing to the crime rate, increasing unemployment, and we don’t know if outside workers are American Citizens or not.

4. IF, our local press “HAD NOT” ignored: My address (George Boston Rhynes) about a Retired Senior Master Sergeant from Fort Worth Texas about our jail problem dating back to October 1970, and an alleged suicide of his roommate Airman Rodger Lynn Young. This death has caused this retired Senior Master Sergeant to suffer from PTSD until this day I am told.

a. That Lowndes County Attorney for the Sheriffs Department “does not” believe that citizens have a right to know how many jail deaths have occurred in or surrounding the Valdosta-Lowndes County Jail. Which are in contrasts with the Secretary of States Office (OPR) as I was told while in Atlanta a few weeks ago?

5. IF, our Local press “HAD NOT” ignored: My address (George Boston Rhynes) concerning a White Female Jailed Inmate that signed all notification forms when she was booked.

a. Her bond was set at $3,500.00.

b. After three or four weeks HER MOTHER called me. And asked who had bailed her daughter out of jail? I said no local organization that I was aware of----had paid the $3,500.00 bail. The mother found out that her daughter was released on her own recognizance without paying the fine. The mother did not know where her daughter was located. How sad?

c. So the mother started calling area hospitals until she found out; that her daughter had been admitted to South Georgia Medical Center ICU. ------She called me and asked if I would accompany her to the hospital because she feared for her daughter’s life. Upon arriving we discovered that she had been in ICU----for two to three days, and they had JUST moved her to room 447. She had been released without paying the $3,500.00 BOND, apparently to receive medical treatment in IC, ---from the jail.

d. But no one informed the mother or brother about her medical conditions. So how many American Citizens must suffer from this three decade old, ROUTINE PROBLEM. Where there NOT News Media Outlets in Valdosta, Georgia to report these alleged abuses against humanity in the United States of America?

e. Talking about: Shredding the constitution, family values, Health Care, right to life & respecting the unborn, smaller government, reducing taxes, frivolous law suits, and honoring our military veterans etc. How can WE be for these good attributes and ignore them in our own COMMUNITY for over THIRTY-YEARS?

f. This “White Female Inmate,” had all of her front teeth knocked out, bruises on her toes, two deep gouges on both legs, in other places BUT was scared to death. But “THANKFUL” to still be alive---and SEE that somebody cared! Although she did not know how; what had happened to her, while in the hands of “LAW ENFORCEMENT.” And her family members were NEVER notified about her medical conditions. {This has become a routine practice and pattern in the last thirty-years}

g. Her mother and brother asked me, George, why did NOT the Sheriffs Department or South Georgia Medical Center tell US? Can you explain------that to me?

h. I said, “WE HAVE BEEN WORKING ON THIS FOR DECADES; BUT OR ELECTED OFFICIALS PAY US NO ATTENTION. THEY JUST DON’T CARE HERE IN VALDOSTA OR IN THE STATE OF GEORGIA.” NO BODY CARES HERE IN TITLE TOWN USA!

i. Apparently: This is NOT serious enough; for CITY COUNCIL, LOCAL PRESS, or CITIZENS to ask. Who is she? How is she doing now? Where is she? How could this be; with all religious places of worship in Title Town USA? Who will pay for this WHITE CITIZEN dental work? Why wasn’t the general public informed? How sad----among all of our elected officials? Let the minutes reflect; “that I do not-----love coming before elected officials” but because I care about people “outside of myself.”

6. Since many local attorneys already know about the jail problems. I hope, and I pray that at least one will take a stand and do what is right. By deviating from the old Valdosta 1860 City Charter Mentality—of SUPPRESSING, CONTROLLING, and ABATINGE that which is guaranteed under the Constitution of the United States of America here in Title Town USA-----for the good of the general public.

7. So if we, refuse to change our (Ostrich) ways. I am 100% sure as I was before the 1860 Charter was removed, before Barber Park Name was changed among other things. That God will eventually send greater men and women to straighten out what local elected officials have refused to fix after several decades of operation. So the pain and suffering of local citizens and tourists alike will end in our beloved community. As it is spoken and written; so will it be done---if there is a true and living God----in the United States of America! That will lift the spell of the Leviathan from over the masses of the people. AMEN!

P.S. Be not deceived! This is NOT a new problem here in Valdosta. One only need to look at our Local School Systems, Hiring of Blacks in local, county, state, and federal job positions, rewarding of government contracts to Blacks and poor Whites, building toxic pollution plants in the black Community, and the list goes on, and on, and on.

This is with little to no opposition even among elected officials that refuse to address the Black Community in the same manner as Whites are informed about public meetings. They only appear on local predominately White radio stations without even providing a simple response. This too I hope will be council for supporting the action by their silence. To God be the glory.

VDT, TV Stations, And Citizens Right To Know.....

TO: All Editors and Beyond

The Valdosta Daily Times Article on August 11, 2010, that read; “Order in the Court, a look at the Lowndes County Court House.” It highlighted the history and benefits of the old 1905 Lowndes County Court House but did not address diversity, gender, and who mostly benefited through employment from building this new facility. That is except for the employers and immigrants from Mexico.

We should thank them for doing an outstanding job and using their accumulated money to take care of their families back home. Now the New Hudson Docket Housing Area is being renovated and once again we see outside contractors being used on this project and getting paid. While local unemployed citizens and contractors sit on their porches and receive unemployment compensations from the state or nothing at all.

Then to add insult to injury our local news media failed to inform citizens of Mr. Roy Taylor address to Valdosta City Council on August 8, 2010. Mr. Taylor disagreed with local governments repeatedly hiring outside contractors on jobs that our local contractors could do.

He pointed out that hiring of outside contractors increased unemployment, contributed to crime, and that there is no way of knowing if outside contracted workers were American citizens.

Again our local news media failed to inform the general public about this hot bed topic that took place at a public meeting in the State of Georgia. How sad?

News Media keeping citizens Ignorant : Citizens Right To Know!

SUBJECT: Local Citizens Right to Know, and Our Local News Media Outlets


Our local news media outlets and elected officials practice and pattern of keeping citizen deaf, dumb, and blind on what goes on at public meetings in Valdosta-Lowndes County Georgia continues. For decades this problem has existed and is deeply entrenched with no end in sight. It reminds us of the old 1860 Valdosta City Charter of 1860 mentality but seems to have now been instituted to all citizens and not just Blacks. http://whiteoutnews.blogspot.com/, http://Medianeeded.blogspot.com, http://sganews.blogspot.com

Our news media made it clear at the Valdosta City Council Meeting on Aug 5, 2010, wherein Mr. Roy Taylor a local business owner spoke about hiring outside contractors instead of local contractors. Mr. Taylor told the council that ignoring local contractors only increases the unemployment rate, crimes rate, build up other communities, and that local government had no idea if outside contract workers were American citizens or not.

Taylor’s address on behalf of the unemployed was a total “WHITEOUT” by local news media in these hard economic times. How sad, and shame on our local news media outlets.

Moreover local citizens were not informed of the following and we understand they have a right to publish what they wish. - Mr. Mayor and Council! I am not promoting self, nor am I political posturing. But like today’s rants said: citizens have a right to know the truth, be treated fairly and informed on what goes on in this community specially at public meetings in the State of Georgia. Because somebody cares.

- In 2004, the Old 1860 Disgraceful Valdosta City Charter was reluctantly removed from these walls. The council’ action was very well explained to certain segments of our community this morning on a local radio show, and tomorrow a recap I am sure will be done to some segments of our community but not to all citizens. And this concerns me. I remind you of this because somebody cares---about what is right!

- Inmate Willie James Williams died while in custody of law Enforcement in 1998. His death motivated 2, 500 concerned citizens to become concerned about other deaths, inhumane living conditions, abuses, and denial of citizens Constitutional Rights. The Honorable Judge Hugh Lawson Civil Action No. 89-54-VAL in 1997 was NEVER complied with and these violations continue until this day. And we are still talking because somebody cares!

- Last Month a Retired Senior Master Sergeant Morris Larrymore of Fort Worth, Texas called me concerning his 197- roommate stationed with him at Moody Air Force Base. Airman Rodger Lynn Young who supposedly committed suicide while in custody of Local Law Enforcement under questionable conditions.

- Sergeant Larrymore has medical problems that have existed for years because of this internal pain, distress and suffering over this alleged suicide. He sent me a check for $100.00 and said I helped him to deal with PTSD, and I have a copy of the Death Certificate of this deceased Airman from Moody Air Force Base. All because somebody cares!

- Al Parson, the owner and editor of the “Lake Park Post” told me three days before he died, why he fought, and struggled so hard to report information other news media outlets wanted to keep SECRET. He repeatedly said that citizens have a right to know!

- So Sergeant Larrymore’s letter and several phone calls. Is what inspired me to request an “OPEN RECORDS REQUEST” to the Lowndes County Jail, on how many ‘inmates” have died in or surrounding the jail since January 1994 to July 2010? So just maybe other Americans citizens could be healed of internal pain because our elected official have turned deaf ear to the pain and suffering of citizens. I still believe that citizens have a right to know!

- This is why I requested all deaths dating back from January 1970 to August 2010, because of the information I was given by a retired military veteran from Fort Worth Texas. But then again, who cares in Valdosta-Lowndes County Georgia among our elected officials?

Consider these new stories from the U. S. Justice Department:

• Erie County Holding Center medical personnel failed to give an inmate one of her blood-pressure medicines. She suffered a stroke and died months later.

• Correctional facility personnel misdiagnosed an inmate’s skin problem as a spider bite. It turned out to be a drug-resistant bacterial infection.

• Deputies struck a Holding Center inmate in the face while pulling him from his cell for a court appearance. His cornea was scratched.

The Justice Department, after arguments from County Attorney Cheryl A. Green, days ago rewrote and refiled its legal complaint against the top county officials who run the county’s jails.

The amended complaint still alleges that county leaders, including County Executive Chris Collins and Sheriff Timothy B. Howard, fail to protect inmate rights. But this new version includes stories about neglect and abuse not contained in the Justice Department’s initial landmark report on county jail conditions in July 2009. That’s because too little was known about those events, or they had yet to occur.

This time, the lawyers referred to the case of Bonita Bolden. Bolden —who was not named in the complaint — suffered two broken ribs and a collapsed lung in a struggle with Holding Center deputies just days before the 2005 elections, when Howard stood for a four-year term. The event became publicly known only in October 2009, when reported in The Buffalo News.

The amended complaint refers to the Holding Center’s refusal this April to call an ambulance for wounded inmate Tony Martin, whose jaw and orbital eye socket were broken when other inmates jumped him. The county’s top medical officer said that it was fine to drive Martin to a hospital in a patrol car, since his injuries had been stabilized. However, the event also backed up Justice Department claims that jail personnel do not protect inmates from attack.

The complaint alleges that Collins, Howard and the other county-employed defendants fail to train, supervise and discipline their employees and “knew or should have known that their policies and/or practices were, and continue to be, deficient enough to result in constitutional violations.” After a ruling by U. S. District Judge William M. Skretny, the Justice Department must connect the high-ranking defendants to wrongdoing by front-line personnel.

Green has yet to answer the complaint, but she has doubted many of the past allegations of inmate abuse as recited by Justice Department lawyers. She has insisted that the county’s top officials have established policies to run a safe jail system and has said the defendants are not liable for isolated wrongdoing by front-line workers.

The Justice Department says that it only wants Erie County to “ensure lawful conditions of confinement are afforded to inmates” in the areas of medical care, mental health care, sanitation and protection from the harms that are delivered by both the staff and other inmates.

In recent weeks, the county attorney and Justice Department lawyers have opted to negotiate rather that litigate jail improvements. In their first attempt, they sealed a historic agreement calling for improvements in suicide prevention. Holding Center personnel must make cell fixtures less likely to support a noose and install a range of new operating safeguards.

Last week, the sheriff filled a new Holding Center post required by the settlement—deputy superintendent for compliance. The new official will ensure implementation of the suicide- prevention measures. To fill the job, Howard reached into the jail bureaucracy and promoted the Holding Center’s chief of operations, Michael F. Reardon, raising his base salary by about $18,000 a year. Some county lawmakers and others familiar with the jail system reasoned that Howard should have selected an outsider.

“A new broom sweeps clean,” said Roger Krieger, who retired as the Erie County Sheriff’s Office’s assistant chief of operations in 1988.

However, aides to both Howard and Green said they needed someone familiar with the busy downtown jail who could hit the ground running.

The new stories of inmate neglect have been culled from lawsuits still winding through the courts. One involves Marguerite Arrindell, who was receiving two medications for her hypertension, Avalide and clonidine, when arrested in April 2008 because she was riding in a car with drug paraphernalia.

Inside the jail, she continued to receive the Avalide but not the clonidine, and her blood pressure was not regularly monitored, according to a legal complaint alleging cruel and unusual punishment. Arrindell, 54, suffered a stroke April 23, 2008, and died in Erie County Medical Center on July 17 of that year.

The case of flesh-eating bacteria involves Gary Bartlomiejczak, a former inmate at the county Correctional Facility in Alden who filed a lawsuit in November 2008 after his case of Methicillin-resistant Staphylococcus aureus, or MRSA, was first considered a spider bite, a common misdiagnosis.

“After many attempts to be seen by a doctor, I was finally seen by one of the overworked nurses who stated that I had a spider bite and later an infection due to an in-grown hair follicle,” Bartlomiejczak said in a letter to The News last year. “Only after one of these lesions burst open did I have a culture done, and then seen by a doctor. During the entire time I remained in general population . . . spreading this virus even further.”

The News was unable to identify the Holding Center inmate whose cornea was scratched in January of this year, the inmate who got his hands on a razor and cut his arms, stomach and neck in January, or the Correctional Facility inmate whose foot required additional surgery in March after his requests for treatment were ignored. All were mentioned in the Justice Department complaint.

County leaders say they have installed major improvements in the jails, especially the Holding Center. It now has medical professionals on duty round-the- clock. Just recently, the county moved to add more medical and mental health staff to the jail, which also has been cleaned and upgraded.

Holding Center deputies, however, say a years-old problem continues. Again in the dog days of summer, they must work up to 72 hours a week, the most allowed under their contract, to meet state-imposed staffing levels. Several deputies, who refuse to be identified for fear of reprisals from higher-ups, say that they are worn out and that jail conditions remain poor and dangerous.

Note:  Where is corrective action in Valdosta-Lowndes County Georgia?  U. S. Department of Justice after forty-years it seems that you would have investigated our local jail.  But then who cares?
